All uncertainties listed in WTT represent estimates of the Combined Expanded Uncertainty (with 95% Level of Confidence) for the property value.
The Combined Expanded Uncertainty and Level of Confidence are defined in the U. S. Guide to the Expression Of Uncertainty in Measurement , which is also known as the GUM. An introductory discussion of these concepts can be found here.
Chirico et al. 2003  have summarized the GUM with particular application to uncertainties for thermodynamic and transport properties. The article is freely available in pdf format here.
