All uncertainties listed in WTT represent estimates of the Combined Expanded Uncertainty (with 95% Level of Confidence) for the property value.
The Combined Expanded Uncertainty and Level of Confidence are defined in the U. S. Guide to the Expression Of Uncertainty in Measurement [27], which is also known as the GUM. An introductory discussion of these concepts can be found here.
Chirico et al. 2003 [26] have summarized the GUM with particular application to uncertainties for thermodynamic and transport properties. The article is freely available in pdf format here.
